Board of Selectmen’s Meeting Minutes
November 28, 2001
Mr. Merritt opened the meeting and introduced the Board members and Jim Boudreau, Town Administrator.
Mr. Gaynor asked to add a Sparrell Update to the agenda as Old Business # 1.
MOTION: Mr. Mariano moved the Board approve the agenda as amended. Second by Mr. Gaynor.
Unanimously Voted.
Mr. Merritt introduce Rob Raymond, chairman of the Computer Study Committee for an update. Mr. Raymond started by saying, we were formed to be the voice of Town Hall in regard to technology. At that time, some departments did not have computers at all. We presented to the Board a three year plan, which we are now at the end of that.
· At present we have a new server which allows access to Microsoft products for the various departments.
· There is new software in the Accessor’s office.
· There is a infra-structure that will allow growth as need change.
· At this time we are working on software for land use boards.
· The Mapping Commission and the Computer Study Committee have worked side by side.
· We are funded, so that computers can be replaced as needed. And to maintain the equipment.
· The newest member of our committee has experience with Wireless technology.
· We are looking to connect to the Council on Ageing, Fire Department and the Schools
Mr. Boudreau said that Mr. Cooper, chairman of the Mapping Commission was not able to make it to give and update. Mr. Boudreau;
· Stated that the Mapping Commission is using $50,000 of Computer Study Committee money to begin the GIS process.
· Norwell participated in a fly over with Hanover to take aerial photos and map out catch basins as part of the mapping commission, spending $34,000 to digitize the Assessors maps.
Mr. Merritt introduced Officer Zwicker and Police Chief Galvin to express the Boards appreciation for service to the Town and to give a letter of appreciation and congratulations as a keepsake from the town.
Police Chief Galvin stated that we appreciate the number of years given to the Norwell Police Department. He thanked him and wished him great success.
Officer Zwicker thanked him and the Department.
Mr. Merritt read a letter of thanks and appreciation to him for his twenty-one years of service to the town.
New Business
Polling Hours and Locations
MOTION: Mr. Mariano moved the Board set the hours and date for the annual town election. The date will be March 16, 2002 and the polling hours will be 8AM to 6PM. Second by Mr. Gaynor.
Unanimously Voted.
MOTION: Mr. Mariano moved the Board accept with regret the resignation of Hubert Spurway from Advisory Board. Second by Mr. Gaynor.
Unanimously Voted.
Old Business
Sparrell Update
Mr. Boudreau stated the RFP, the note to the Central Register is done, the advertisement for the newspaper will be sent to the Central Register and will in there December 12, 2001. It calls for a walk through and a site meeting on December 19, 2001 with a due date for proposals on December 4, 2001.
Road Openings
MOTION: Mr. Gaynor moved the Board approve the request from Bay State Gas for a road opening permit to excavate to make gas piping installation with all necessary appurtenances to install gas service into 142 Grove Street for Chris Meade. No road cut will be needed. Dig Safe # 20014501331. Second by Mr. Merritt.
Voted, Mr. Mariano abstained.
